Why needed when they already spy all our activities on the web?

This really sounds like a bad joke but after SOPA, PIPA and ACTA: Say hello to another big brother: CISPA!
avaaz.org sent e-mails to all people who ever have signed one of their petitions, telling there's a new threat to the Internet... again!
They want to spy our activities on the Internet... ah, cool... another attempt.
Seriously, I kinda feel pranked. They try it again and again. After one act got failed, they try it again with another name.
They want to spy us on the Internet? Why don't they try to put a camera in our bathrooms, this would be funnier! *irony*
About ACTA by the way: I wrote e-mails with the vice president of the EU Parliament and he told me ACTA would not harm the Internet activities. However, I think this act will fail too.
